विश्व दलहन दिवस के उपलक्ष में रोम में आयोजित अंतरराष्ट्रीय कार्यक्रम में केंद्रीय कृषि एवं किसान कल्याण, ग्रामीण विकास, पंचायत राज तथा खाद्य प्रसंस्करण उद्योग मंत्री श्री नरेंद्र सिंह तोमर ने कहा कि भारत, दुनिया में दलहन का सबसे बड़ा उत्पादक और उपभोक्ता है। भारत ने दलहन में लगभग आत्मनिर्भरता हासिल कर ली है। बीते पांच-छह साल में ही भारत ने दलहन उत्पादकता को 140 लाख टन से बढ़ाकर 240 लाख टन से ज्यादा कर लिया है। वर्ष 2019-20 में, भारत में 23.15 मिलियन टन दलहन उत्पादन हुआ, जो विश्व का 23.62% है।

विश्व दलहन दिवस के उपलक्ष में रोम में आयोजित अंतरराष्ट्रीय कार्यक्रम में केंद्रीय कृषि एवं किसान कल्याण, ग्रामीण विकास, पंचायत राज तथा खाद्य प्रसंस्करण उद्योग मंत्री नरेंद्र सिंह तोमर ने कहा कि भारत, दुनिया में दलहन का सबसे बड़ा उत्पादक और उपभोक्ता है। भारत ने दलहन में लगभग आत्मनिर्भरता हासिल कर ली है। बीते पांच-छह साल में ही भारत ने दलहन उत्पादकता को 140 लाख टन से बढ़ाकर 240 लाख टन से ज्यादा कर लिया है। वर्ष 2019-20 में, भारत में 23.15 मिलियन टन दलहन उत्पादन हुआ, जो विश्व का 23.62% है।
समारोह में तोमर ने कहा कि पौष्टिक खाद्यान्न व प्रोटीन से भरपूर होने से दलहन फूड बास्केट के लिए महत्वपूर्ण हैं, विशेष रूप से हमारी भारतीय संस्कृति के लिए अहम हैं, क्योंकि हम मुख्यतः शाकाहारी हैं और भोजन में दालों को प्रमुख रूप से शामिल करते हैं। दलहन में पानी की कम खपत होती है, सूखे वाले क्षेत्रों और वर्षा सिंचित क्षेत्रों में दलहन उगाई जा सकती हैं। यह मृदा में नाइट्रोजन संरक्षित करके मृदा की उर्वरता में सुधार करती है, इससे उर्वरकों की आवश्यकता कम होती है और इसलिए ग्रीन हाउस गैसों का उत्सर्जन कम होता है।
उन्होंने बताया कि भारत में 86% छोटे व सीमांत किसान हैं, जिन्हें हर तरह की सहायता के लिए एफपीओ को बढ़ावा दिया जा रहा है। भारत सरकार देश में 10 हजार नए एफपीओ बनाने जा रही है, जिन पर 5 साल में 6,850 करोड़ रूपए खर्च किए जाएंगे। इससे बीज उत्पादन, खरीद व बेहतर प्रौद्योगिकियों तक पहुंच के लिए किसानों को सामूहिक रूप से सक्षम बनाया जा सकेगा। मृदा स्वास्थ्य के साथ-साथ भारत सरकार प्रधानमंत्री नरेंद्र मोदी जी द्वारा बढ़ावा दिए जा रहे प्रति बूंद- अधिक फसल के लक्ष्य प्राप्ति सहित कृषि में जल उपयोग दक्षता को बढ़ाने के लिए उच्च प्राथमिकता दे रही है। भारतीय कृषि अनुसंधान परिषद (आईसीएआर) ने भी अनुसंधान व विकास से दलहन उत्पादन वृद्धि में मदद की है। दलहनी फसलों के शोध को नई दिशा मिली है और नई-उन्नत प्रजातियां विकसित करने की दिशा में अभूतपूर्व कार्य किया गया है। 5 वर्षों में ही 100 से ज्यादा उन्नत व अधिक उपज देने वाली प्रजातियां विकसित की गई है। सरकार उन्न्त किस्मों के बीजों, दलहन की खेती के अंतर्गत नए क्षेत्रों को लाने और बाजार जैसे क्षेत्रों पर फोकस कर रही है, जिससे किसानों का लाभ बढ़ाने में सहायता मिल सकेगी।
भारत में राष्ट्रीय पोषण अभियान के तहत दलहन आंगनबाड़ी केंद्रों में भी वितरित की जाती है। गर्भवती व नवप्रसूता माताओं एवं शिशुओं के पोषण व स्वास्थ्य के लिए करीब सवा करोड़ केंद्र हैं। वर्ष 2020 में कोविड महामारी के चलते लॉकडाउन के दौरान सरकार ने 80 करोड़ लोगों को दलहन-साबुत दालों की आपूर्ति की है। कोविड के दौरान दिक्कतें होने पर भी भारत, विश्व में खाद्य पदार्थो के वैश्विक निर्यातक/ आपूर्तिकर्ता के रूप में उभरा है। पिछले वर्ष की समान अवधि की तुलना में, अप्रैल से दिसंबर-2020 के दौरान दलहनों में 26% की वृद्धि करके दाल सहित कृषि जिंसों के निर्यात में वृद्धि दर्ज की गई है। अदरक, काली मिर्च, इलायची, हल्दी आदि जो औषधीय गुणों के लिए जाने जाते है, इन मसालों के निर्यात में पर्याप्त वृद्धि हुई है। ये आयुर्वेद पद्धति में इम्युनिटी बूस्टर के लिए बहुत उपयोगी है। सरकार समग्र रूप से खेती-किसानी को उच्च प्राथमिकता के साथ बढ़ावा दे रही है। इसीलिए, देश के कृषि बजट में 5 गुना से ज्यादा की वृद्धि की गई है, जो अब लगभग सवा लाख करोड़ रुपये है।
