पिछले दिनों जब हम लोग स्विट्जरलैंड के एक पूर्वी नगर में थे तो अचानक एक स्विस मित्र ने सलाह दी कि क्यों न आज रात्रि का भोजन हम एक नए देश में लें। मुझे कुछ हैरानी हुई। क्योंकि शाम 6 बजे तक तो हम स्विस कंपनी के दफ्तर में ही रहेंगे। मेरे पूछने पर मेरे मित्र ने बताया कि हम शाम 7 बजे यहां से कार में चलेंगे और लगभग आधे घंटे में उस देश के अंदर पहुंच जाएंगे। मु झे लगा कि शायद वे लोग आस्ट्रिया में डिनर लेने की योजना बना रहे हैं, क्योंकि आस्ट्रिया उस स्थान से बहुत निकट था। किंतु उन्होंने बताया कि वे आस्ट्रिया नहीं बल्कि कहीं और जाने वाले हैं।
वह देश था लिक्टेंस्टाइन
वह देश था लिक्टेंस्टाइन, जो स्विट्जरलैंड व आस्ट्रिया के बीच में बसा है, जहां की हरियाली, पहाड़ व बर्फ के पर्वत यहां आने वाले सैलानियों के मन को मोह लेते हैं। इस देश के पश्चिमी छोर पर राइन नदी बहती है जो इस की सुंदरता में चार चांद लगा देती है। हम लोग लगभग सवा 7 बजे शाम को रवाना हुए और लगभग आधे घंटे बाद राइन नदी के पुल को पार करते समय लिक्टेंस्टाइन देश का बोर्ड लगा दिखा और कुछ सैकंडों के अंदर ही हम लिक्टेंस्टाइन में थे। कोई कस्टम चैकिंग नहीं, कोई अवरोध नहीं, लगभग मुक्त सीमा। बस, केवल स्विट्जरलैंड का वीजा होना ही लिक्टेंस्टाइन में प्रवेश के लिए पर्याप्त है।
मनमोहक देश:- पूर्ण रूप से आल्प्स पर्वत की गोद में बसे इस सुंदर देश का क्षेत्रफल केवल 160 वर्ग किलोमीटर (लंबाई 25 किलोमीटर, चैड़ाई 6 किलोमीटर) है और इस की जनसंख्या लगभग 35 हजार है। इस देश के चारों ओर दूसरे देशों की सीमाएं हैं। इस के पश्चिम और दक्षिण में स्विट्जरलैंड स्थित है तो पूर्व, और उत्तर में आस्ट्रिया।
इस प्रकार इस देश का कोई अपना सागर तट नहीं है। वैसे, विचित्र बात है कि स्विट्जरलैंड और आस्ट्रिया के स्वयं अपने भी तट नहीं हैं। दूसरे शब्दों में कहा जा सकता है कि लिक्टेंस्टाइन से बाहर यदि किसी सागर तट पर पहुंचना हो तो कम से कम 2 देशों की सीमा को पार करना पड़ेगा, अर्थात यह
देश दोहरी तरफ से भूमि से घिरा है। इन सब कमियों के बावजूद लिक्टेंस्टाइन एक समृद्ध, अति संपन्न व खुशहाल देश है। लिक्टेंस्टाइन की अपनी राजधानी भी है जिस का नाम वादूज है। बस, यों सम झ लीजिए कि यह भारत के किसी बड़े नगर का क्षेत्रफल व किसी छोटे कसबे की जनसंख्या वाला देश है। इतना छोटा होने के बावजूद इस देश की अपनी सरकार, अपने राजा व रानी, अपने पर्यटन केंद्र और अपनी डाक व्यवस्था व डाक टिकट हैं।
लिक्टेंस्टाइन के डाक टिकट अपने सौंदर्य के लिए पूरी दुनिया में प्रसिद्ध हैं और संग्रहकर्ताओं के लिए गौरव के साधन हैं। इन्हीं सुंदर डाक टिकटों के कारण लिक्टेंस्टाइन के डाकखानों में बहुत चहलपहल रहती है और यहां के विशाल पोस्ट औफिस का अपना अलग ऐतिहासिक महत्त्व है। बर्फ से लदे पर्वत, हरियालीयुक्त पहाड़ियां व मदमाता प्राकृतिक सौंदर्य इस देश को पर्यटन के एक मोहक स्थल में परिवर्तित कर देते हैं। इसी कारण प्रतिवर्ष अनेक पर्यटक आल्प्स पर्वत पर स्कीइंग के उद्देश्य से आते हैं।
स्कीइंग का यह मौसम सितंबरध्अक्तूबर से आरंभ हो कर अप्रैल के मध्य तक चालू रहता है जब ऊंचाई वाले पर्वत श्वेत हिम के कारण धुनी रूई का रंग ले लेते हैं। उस समय यहां के वाल्यूना व मालबन नामक स्थलों पर बर्फ की 1 मीटर से 2 मीटर मोटी परत जम जाती है और तब स्कीइंग करने वाले युवकयुवतियां हजारों की संख्या में सूटबूट से लैस हो कर आ धमकते हैं और बर्फ पर सरकते हुए स्कीइंग का आनंद लेते हैं। ग्रीष्म व वसंत ऋतु में यहां का प्राकृतिक सौंदर्य और भी अधिक निराला हो जाता है। उस समय पर्वतों पर हरेभरे वृक्षों, रंगबिरंगे फूलों व मखमल जैसी घास की रंगत छा जाती है। ऐसे अवसर पर यूरोप व अमेरिका के विभिन्न भागों से पर्यटक अपने परिवार सहित छुट्टियां बिताने आ जाते हैं। अधिकतर पर्यटक जरमनी, आस्ट्रिया, इटली व स्विट्जरलैंड से आते हैं जहां से इस देश की यात्रा कुछ घंटों में ही तय की जा सकती है।
उदाहरण के लिए जरमनी का म्यूनिख नगर राजधानी वादूज से केवल 240 किलोमीटर दूर है जहां से अति उन्नत सड़कों के कारण यह यात्रा केवल ढाई से 3 घंटे में पूरी हो जाती है। इसी प्रकार स्विट्जरलैंड के ज्यूरिख नगर से वादूज की दूरी केवल 112 किलोमीटर है जबकि आस्ट्रिया के नगर इंसब्रुक से इस की दूरी 170 किलोमीटर है।
इटली के मैलैंड नगर से वादूज की दूरी केवल 250 किलोमीटर है। स्विट्जरलैंड व आस्ट्रिया के कुछ सीमावर्ती नगरों से लिक्टेंस्टाइन तो इतना निकट है कि बच्चे साइकिलों पर चढ़ कर वहां पिकनिक मनाने आते हैं और डिनर के बाद अनेक स्विस व आस्ट्रियावासी यहां कौफी पीने आते हैं। एक खूबसूरत देश होने के नाते यहां पर्यटकों की भरमार रहती है। स्विट्जरलैंड व आस्ट्रिया के अलावा यहां फ्रांस, पोलैंड, हंगरी, चेकोस्लोवाकिया, इंगलैंड, अमेरिका, कनाडा, डेनमार्क के पर्यटक बहुतायत से देखे जा सकते हैं। वैसे, लिक्टेंस्टाइन में भारत के पर्यटक कम दिखते हैं। अपनी यात्रा के दौरान मु झे एक भी भारतीय पर्यटक यहां नहीं दिखा। इस का एक कारण तो यही है कि स्विट्जरलैंड व आस्ट्रिया से घिरा होने के कारण अधिकतर लोग उन्हीं देशों की यात्रा कर के वापस चले जाते हैं। दूसरा, इस नन्हे देश के विषय में लोग बहुत कम जानते हैं। अनेक को तो लिक्टेंस्टाइन का नाम भी नहीं पता है।
गुप्त खातों वाले बैंक:- अकसर लोग यह सम झते हैं कि केवल स्विट्जरलैंड में ही गुप्त खातों वाले बैंक होते हैं। बहुत कम लोगों को पता है कि लिक्टेंस्टाइन में भी ऐसे गुप्त खातों वाले अनेक बैंक हैं जहां अनेक व्यापारियों, धनी व्यक्तियों, कालेबाजारियों, भ्रष्ट सत्ता प्रमुखों आदि ने अपने कोड नंबर वाले खाते खोल रखे हैं। आश्चर्य की बात तो यह है कि इतने छोटे से देश में से अनेक विदेशी व्यावसायिक प्रतिष्ठानों के दफ्तर खुले हुए हैं।
बताया जाता है कि केवल 35 हजार की जनसंख्या वाले इस देश में विदेशी कार्यरत कंपनियों की संख्या देश की जनसंख्या से भी अधिक है। लिक्टेंस्टाइन विशेषकर उद्योग प्रधान देश है जहां पर खासतौर से मशीनें व औजार, कपड़ा उद्योग, खाद्य पदार्थ, चमड़ा उद्योग, रसायन व फर्नीचर आदि के कल-कारखाने हैं। लिक्टेंस्टाइन अपने रेस्तरां व जलपानगृहों के लिए भी काफी प्रसिद्ध है।
वास्तव में हम लोगों को लिक्टेंस्टाइन काफी महंगा लगेगा क्योंकि स्विट्जरलैंड और आस्ट्रिया की तरह वहां भी वस्तुओं के मूल्य हमारे देश की तुलना में काफी अधिक हैं। किसी साधारण रेस्तरां में भी एक कप चाय की कीमत लगभग 250-300 रुपए है। खाली डबलरोटी की कीमत लगभग 200 रुपए है। साधारण रेस्तरां में पूरा खाना लगभग 4-5 हजार रुपए तक बैठेगा।
लिक्टेंस्टाइन नामक यह नन्हा सा देश अपने शांतिप्रिय सहयोग व प्राकृतिक सौंदर्य के कारण अपना अस्तित्व बनाए रखे हुए है। यहां की जनता अपने राजा व रानी का बहुत सम्मान करती है, जिन का वैभवशाली महल लिक्टेंस्टाइन की राजधानी वादूज के समीप की पहाड़ी पर स्थित है। ऐसे सुंदर व खुशहाल देश की सैर करने के बाद मन प्रफुल्लित हो जाता है।
