नगर निगम चुनावों के लिए नियुक्त किये गये सामान्य आब्जर्वर रमेशचंद्र तथा चुनाव लड़ रहे प्रत्याशियों व राजनीतिक दलों के प्रतिनिधियों की विशेष उपस्थिति में शनिवार को ईवीएम रैंडेमाईजेशन की प्रक्रिया शांतिपूर्वक संपन्न हुई।

नगर निगम चुनावों के लिए नियुक्त किये गये सामान्य आब्जर्वर रमेशचंद्र तथा चुनाव लड़ रहे प्रत्याशियों व राजनीतिक दलों के प्रतिनिधियों की विशेष उपस्थिति में शनिवार को ईवीएम रैंडेमाईजेशन की प्रक्रिया शांतिपूर्वक संपन्न हुई। इस दौरान प्रत्याशियों व प्रतिनिधियों की शंकाओं का समाधान करते हुए उनके सवालों के भी संतोषजनक जवाब दिए गए।
ईवीएम रैंडेमाईजशन की प्रक्रिया को संपन्न करवाया
जिला निर्वाचन अधिकारी एवं उपायुक्त श्याम लाल पूनिया ने ईवीएम रैंडेमाईजशन की प्रक्रिया को संपन्न करवाया। उन्होंने मेयर व पार्षद पदों के चुनाव के लिए ईवीएम रैंडेमाईजेशन करवाई। प्रत्याशियों व उनके प्रतिनिधियों को विस्तार से इस संदर्भ में जानकारी दी गई। उन्होंने बताया किनिकाय चुनावों के लिए 315 ईवीएम (बीयू-सीयू)मशीनें हैं, जिनमें से 245 मशीनों (बीयू-सीयू) का प्रयोग किया जाएगा। मतदान केंद्रों में यही मशीनें प्रेषित की जाएंगी, जिसकी जांच कोई भी कर सकता है। यह मशीनें हिंदू कालेज ऑफ फार्मेसी में बनाये गये स्ट्रोंग रूम में रखी गई हैं, जिन्हें बिट्स मोहाना में स्थानांतरित किया जाएगा। ईवीएम स्थानांतरण की प्रक्रिया को देखने के लिए भी सभी प्रत्याशी व उनके प्रतिनिधि आमंत्रित किये गये।
आशा वर्कर मतदाताओं की तापमान की जांच करेंगी
उपायुक्त पूनिया ने बताया कि 22 दिसंबर से बिट्स मोहाना में सुबह 10:00 बजे ईवीएम की कमिशनिंग अर्थात् तैयार करने का कार्य प्रारंभ होगा। सभी मशीनों की जांच करवाई जाएगी। उन्होंने कहा कि 26 दिसंबर को ईवीएम की जांच करवाकर बिट्स मोहाना से संबंधित बूथों पर प्रेषित किया जाएगा। उन्होंने कहा कि निकाय चुनावों के लिए 69 लोकेशन पर 245 बूथ बनाये गये हैं। सभी बूथों पर मतदान के दौरान विडियोग्राफी करवाई जाएगी। साथ ही आशा वर्कर मतदाताओं की तापमान की जांच करेंगी व दास्ताने उपलब्ध करायेंगी। मतदान व मतगणना के दौरान कोविड-19 संबंधी हिदातयों की पूर्ण अनुपालना करवाई जाएगी।

इस दौरान उपायुक्त ने जानकारी दी कि निकाय चुनावों में एक मतदाता को दो-दो वोट डालने होंगे। टेंडर वोट का प्रावधान भी है। वोट डालने के लिए मतदाता को पंद्रह प्रकार के पहचान पत्र की अनुमति दी गई है। मेयर पद के लिए व पार्षद पदों के लिए अलग-अलग वोट डालनी होगी। साथ ही उन्होंने बताया कि मेयर पद के लिए प्रत्याशियों की खर्च की सीमा 22 लाख रुपये तथा पार्षद पदों के लिए साढ़े पांच लाख रुपये खर्च सीमा निर्धारित की गई है। प्रत्याशियों को चुनावी खर्च आब्जर्वर से अपने खर्च रजिस्टर की जांच भी करवानी होगी, जिसके लिए नगर निगम कार्यालय में 21 दिसंबर व 23 दिसंबर और 25 दिसंबर के दिन निर्धारित किये गये हैं। खर्च रजिस्टर की जांच संबंधित प्रत्याशी के सत्यापित प्रतिनिधि भी करवा सकते हैं।
आदर्श आचार संहिता प्रारंभ
उपायुक्त ने कहा कि नगर निगम चुनावों के लिए आदर्श आचार संहिता प्रारंभ हो चुकी है, जिसकी ईमानदारी से अनुपालना सुनिश्चित की जाए। यदि कोई इसकी अवहेलना करता है तो इसकी सूचना रिटर्निंग अधिकारी अथवा आब्जर्वर और एफएसटी एवं एसएसटी टीमों को दी जा सकती है। इसके लिए टोल फ्री नंबर-1800 180 8101 तथा 1950 पर भी सूचित किया जा सकता है। उन्होंने कहा कि इस दौरान कोई भी प्रत्याशी मतदाताओं को किसी भी प्रकार का प्रलोभन न दें। न ही किसी प्रकार की वस्तुओं का वितरण करें। निर्धारित स्थानों पर ही पोस्टर व बैनर लगाये जायें। रोड-शो में भी एक समय में पांच गाडिय़ों के काफिले की मंजूरी है। दूसरे व पहले काफिले के मध्य कम से कम तीस मिनट का अंतराल रहना चाहिए।
उपायुक्त पूनिया के अनुसार 25 दिसंबर की सांयकाल साढ़े पांच बजे चुनाव प्रचार रूक जाएगा, जिसके बाद प्रत्याशी केवल घर-घर जाकर वोट मांग सकता है। इस दौरान प्रत्याशी समेत कुल पांच लोगों की ही अनुमति रहेगी। मतगणना को लेकर भी उन्होंने आवश्यक जानकारी दी। इस मौके पर नगर निगम के आयुक्त जगदीश शर्मा, एसडीएम विजय सिंह, नगर निगम के संयुक्त आयुक्त सुभाषचंद्र, जिला परिषद के सीईओ अमरदीप, निर्वाचन तहसीलदार सरला कौशिक, डीआईओ सुधा दहिया व एडीआईओ विशाल आदि अधिकारीगण व चुनाव लड़ रहे प्रत्याशी व उनके प्रतिनिधि मौजूद थे।
