हरियाणा विधानसभा का मानसून सत्र: सोनीपत के विधायक सुरेंद्र पंवार ने सदन में उठाए सोनीपत के मुद्दे
विधायक सुरेंद्र पंवार ने प्रश्नकाल के दौरान शहरी स्थानीय निकाय मंत्री से पूछा कि सोनीपत विधानसभा में विधायक कोष की कितनी राशि नगर निगम सोनीपत के खाते में अभी तक जारी की गई है, तथा क्या प्रत्येक वर्ष विधायक को विधायक कोष के पांच करोड़ रुपये की राशि दी जाएगी।

सोनीपत/जीजेडी न्यूज: हरियाणा विधानसभा, चंडीगढ में मानसून सत्र के पहले दिन विधायक सुरेंद्र पंवार ने सोनीपत विधानसभा के विकास कार्र्यों के मुद्दे पुरजोर तरीके से उठाए। विधायक सुरेंद्र पंवार ने शहरी स्थानीय निकाय मंत्री से सीएम एनाऊंसमेंट के तहत विकास कार्यों की पूर्ण जानकारी मांगी। मंत्री के जवाब के बाद मुख्यमंत्री ने स्वयं खड़ा होकर पांच करोड़ रुपये के विकास कार्यों के बारे में जानकारी दी। हालांकि दोनों का जवाब संतोषजनक नहीं रहा, सदन में अन्य विधायकों ने भी बीच में बोलते हुए कम से कम पांच करोड़ रुपये सीएम घोषणा के तहत विकास कार्यों के लिए निरंतर जारी रखने की मांग की।
विधायक सुरेंद्र पंवार ने प्रश्नकाल के दौरान शहरी स्थानीय निकाय मंत्री से पूछा कि सोनीपत विधानसभा में विधायक कोष की कितनी राशि नगर निगम सोनीपत के खाते में अभी तक जारी की गई है, तथा क्या प्रत्येक वर्ष विधायक को विधायक कोष के पांच करोड़ रुपये की राशि दी जाएगी। इस पर मंत्री ने खाते में जारी राशि का बयौरा देने की बजाय कार्यों की सूची सदन में रखी। जबकि स्थानीय अधिकारियों का कहना है कि मुख्यमंत्री घोषण के तहत कुछ विकास कार्य तो करवा दिए है, लेकिन अभी तक उनकी राशि नगर निगम के खाते में नहीं पहुंची है,जिसकी वजह से वह अधूरे कार्यों को करवाने में सक्षम नहीं है। शहरी स्थानीय निकाय मंत्री के जवाब के बाद मुख्यमंत्री ने सदन में खड़ा होकर कहा कि यह घोषणा विधायक अवधि में एक बार के लिए थी, प्रतिवर्ष विधायक उक्त घोषणा के तहत पांच करोड़ रुपये विकास कार्य के लिए जारी नहीं किए जाएंगे। उन्होंने कहा कि एक सप्ताह के अंदर लिखित में पत्र भेजकर कार्यों की सूची व शेष बचे हुए कार्य भी मांगे जाएंगे।
विधायक सुरेंद्र पंवार ने कहा कि विधायक कोष से उनका तात्पर्य है कि मुख्यमंत्री द्वारा 20 दिसम्बर 2019 को सीएम एनाऊंसमेंट की घोषणा संख्या 25284 के तहत प्रत्येक विधायक को उसके विधानसभा क्षेत्र में विकास कार्यों के लिए पांच करोड़ रुपये की राशि जारी करने की मंजूरी दी थी। 30 दिसम्बर 2019 को उक्त घोषणा के तहत सोनीपत विधानसभा के विकास कार्यों की सूची सौंपी थी, लेकिन अभी तक जो सूची सौंपी थी उसके सभी कार्य पूर्ण नहीं हुए। जब अधिकारियों के साथ बैठक होती है तो उनका एक ही जवाब होता है कि सरकार द्वारा आपके कोष में विकास कार्यों के लिए राशि नहीं भेजी गई है, हालांकि कुछ कार्य हमने अपने कोष से करवाएं है।
अधिकारियों की लापरवाही का खामियाजा सोनीपत विधानसभा के लाखों लोगों को भुगतना पड़ रहा है, आज शहर में सड़को पर गहरे-गहरे गड्डे, सीवरेज व्यवस्था चौपट हो चुकी है, जलभराव की निकासी के पुख्ता प्रबंध नहीं है, गर्मी में पेयजल किल्लत रहती है। यदि समय रहते निगम अधिकारियों द्वारा फंड जमा करवा दिया जाता तो आज स्थिति यह नहीं होती। घोषणा हुई अढ़ाई साल बीत चुके है, लेकिन अभी तक कार्य अधर में लटके हुए है। 28 जनवरी 2022 को चार करोड़ 90 लाख रुपये के विकास कार्यों की एक और सूची नगर निगम सोनीपत को सौंपी है, उस पर भी अभी तक कोई कार्रवाई नहीं है।
उन्होंने मांग की है कि उक्त घोषणा के तहत कोष की राशि बढ़ाई जाए व प्रतिवर्ष इसके द्वारा विधायक के माध्यम से विकास कार्य करवाए जाए। उन्होंने विधानसभा अध्यक्ष के माध्यम से मांग की है कि उक्त कोष में राशि जमा करवाई जाए, अधर लटके कार्यों को पूरा करवाया जाए व लापरवाही करने वाले अधिकारी के खिलाफ सख्त कार्रवाई की जाए।
