J&K Update : कश्मीर का युवा बड़ी संख्या में आतंकी गतिविधियों में हो रहे हैं शामिल, गृह मंत्रालय के लिए बना चिंता का सबक

जम्मू और कश्मीर को दो केंद्र शासित प्रदेशों में बांट देने के बाद भी केंद्र सरकार ने वहां की सुरक्षा स्थिति में कोई सुधार नहीं किया है। क्योंकि जम्मू कश्मीर में हमारे सुरक्षा बलों और आतंकवादियों की बढ़ती संख्या के दौरान भी कई स्थानीय लोग आतंकवादियों के गिरोह में शामिल हो रहे हैं। गृह मंत्रालय के अधिकारियों ने बताया है कि यह सरकार के लिए बहुत बड़ी चिंता का सबब बना हुआ है।
गृह मंत्रालय के दस्तावेजों से पता चला है कि इस साल के पहले 7 महीनों में 90 कश्मीरी लोग अलग-अलग आतंकवादी गुटों में शामिल हो गए हैं। जिनमें से 20 लश्कर-ए-तैयबा ,14 जैश ए मोहम्मद , 7 अल बद्र अंसार गजवत उल हिंद , एक आईएसजेके और सबसे ज्यादा 47 स्थानीय कश्मीरी हिज्बुल मुजाहिदीन में शामिल हो गए हैं। आईएस जेके इस्लामिक स्टेट आतंकवादी संगठन से बहुत ज्यादा प्रेरित है।
एक सीनियर अधिकारी ने कहा है कि आगे आने वाले समय में जो चिंता पैदा हो रही हैं,वह है कि यह संख्या उम्मीद से बहुत ज्यादा हो सकती है। इससे पहले सुरक्षा बलों को उनके परिवार या पड़ोसियों और यहां तक कि सोशल मीडिया के पोस्ट के द्वारा अलर्ट किया जाता था। यदि हमारा 1 जवान लापता हो गया और आतंकवादियों में जाकर शामिल हो गया ,परंतु अब ना तो कोई ऐसी पोस्ट ऑनलाइन की जा रही है और ना ही परिवार आगे आ रहे हैं।
मुठभेड़ में मरने वाले आतंकवादियों की शिनाख्त ज्यादातर जम्मू-कश्मीर के नागरिकों के रूप में हुई है। असल में तो मुठभेड़ में जो आतंकवादी मारे जाते हैं ,उसमें से 90 प्रतिशत आतंकवादी कश्मीर के ही निवासी होते हैं।
जम्मू कश्मीर के नॉर्थ ब्लॉक के एक सीनियर अधिकारी ने बताया है कि इस साल के पहले 7 महीनों में कश्मीर घाटी में 136 आतंकवादियों में से 121 जम्मू कश्मीर के निवासी थे जो मारे गए हैं ,जबकि मात्र 15 ऐसे आतंकवादी मारे गए हैं जो विदेश से आए हैं 2019 के आंकड़ों के मुताबिक 152 आतंकवादियों में से 119 कश्मीर के स्थानीय निवासी थे। उन्होंने इस पर आगे कहा कि चाहे कितने भी आतंकवादी घुसपैठ में मारे जाएंगे उनकी संख्या में कभी कमी नहीं आएगी।
इंटरनेट सेवाएं बंद
आपको बता दें कि धारा 370 हटाने के बाद जम्मू कश्मीर के अंदर इंटरनेट सेवाएं बंद कर रखी है। जहां पूरा देश 4जी की स्पीड का लुफ्त उठा रहा है। वहीं जम्मू-कश्मीर में 2G स्पीड पर इंटरनेट सेवा चालू कर रखी गई है। जिससे वहां के युवाओं में और बच्चों की शिक्षा पर काफी प्रभाव पड़ा है। जम्मू कश्मीर कि आज बहुत दयनीय स्थिति है। कश्मीर में इन हालातों ने युवाओं का रोजगार छीन लिया है। वहां पर लगातार या तो कर्फ्यू लगाया जाता है या लोग डाउन की स्थिति बनी हुई है। अब नहीं डोमिसाइल पॉलिसी में इन युवाओं को प्रगति की राह में काफी पीछे छोड़ दिया है। क्योंकि वहां का स्थानीय निवासी वहां का युवा अब इतना प्रतिस्पर्धी नहीं होगा जो इस सुविधाओं का लाभ उठा सकें।
