इस साल नवंबर में होने जा रहे अमेरिकी राष्ट्रपति के चुनाव से पहले डेमोक्रेट पार्टी ने अपनी पॉलिसी स्टेटमेंट जारी कर दी है। जो बिडेन उसके राष्ट्रपति और कमला हैरिस उपराष्ट्रपति पद की उम्मीदवार होंगी। पॉलिसी स्टेटमेंट का सीधा मतलब- सत्ता में आने के बाद अपनाई जाने वाली संभावित नीतियां होती हैं। डेमोक्रेट पार्टी ने बिल्कुल सीधे तौर पर ये कहा है कि – भारत से बेहतर रिश्तों को उच्ची प्राथमिकता दी जाएगी। दक्षिण एशिया में बॉर्डर पार से होने वाली आतंकी हरकतों को बिलकुल सहन नहीं किया जाएगा।
पाकिस्तान का नाम लिए बिना चेतावनी
इस जारी स्टेटमेंट में दक्षिण एशिया का प्रमुख तौर है। इस क्षेत्र में भारत और पाकिस्तान दोनों ही आते हैं। अमेरिका ने बराक ओबामा के दौर में ही पाकिस्तान पर अपना रुख सख्त कर लिया था। डोनाल्ड ट्रम्प ने इसे बढ़ाया। अब डेमोक्रेट पार्टी ने बिडेन की नीतियों की तस्वीर भी साफ कर दिया है। पाकिस्तान को चेतावनी देते हुए कहा कि – सीमा पार आतंकवाद को अब बर्दाश्त नहीं किया जाएगा। भारत ने कई बार दुनिया के सामने सबूतों के साथ बताया कि पाकिस्तान आतंकवादियों को पनाह देता आया है, और उनकी मदद भी करता है।
चीन पर भी कसा जाएगा शिकंजा
इस जारी दस्तावेज में चीन का नाम लिया गया है। हिंद महासागर पर नीति बिल्कुल स्पष्ट रहेगी। नियम-कायदों का पालन करना पड़ेगा। चीन अपने पड़ोसियों को धमकी नहीं दे सकेगा। भारत और अमेरिका मिलकर दुनिया के बड़े मुद्दों को सुलझाने की हर संभव कोशिश करेंगे। भारतीय अमेरिकी कम्युनिटी का अपना एक महत्व है, इनके मुद्दों पर भी खास ध्यान दिया जाएगा। दोनों देश दुनिया के सबसे बड़े लोकतंत्र हैं।
एच-1बी वीजा भी होंगे रिफॉर्म
भारत और अमेरिकी सरकारों के बीच कई बार एच-1बी वीजा को लेकर असंजस की स्थिति बनी है। पहली बार किसी पार्टी ने इस पर नजरिया और नीति साफ की है। हाई स्किल वाले एच-1बी वीजा होल्डर की नौकरियों और उनके आंकड़ों का ध्यान रखा जाएगा। उनके परिवारों को साथ रखने के बारे में नीतियां बनाई जाएंगी। हेट क्राइम्स के मामलों से निपटने के लिए एक अलग विभाग बनाया जाएगा।
