नई दिल्ली, 13 अगस्त ।
प्रधानमंत्री नरेंद्र मोदी ने कर व्यवस्था को और बेहतर बनाने के इरादे से बृहस्पतिवार को ‘पारदर्शी कराधान-ईमानदार का सम्मान’ मंच की शुरूआत की। इसे कर सुधारों की दिशा में महत्वपूर्ण कदम माना जा रहा है। प्रधानमंत्री ने करदाताओं के लिये चार्टर (अधिकार पत्र) का भी ऐलान किया। श्री मोदी ने 21वीं सदी की नई कर व्यवस्था का “पारदर्शी कराधान-ईमानदार का सम्मान” प्लेटफार्म का लोकार्पण करते हुए कहा कि देश में चल रहा ढांचागत सुधार का सिलसिला आज एक नए पड़ाव पर पहुंचा है। उन्होंने कहा, “एक दौर था जब हमारे यहां सुधारों की बहुत बातें होती थीं। कभी मजबूरी में कुछ फैसले लिए जाते थे, कभी दबाव में कुछ फैसले हो जाते थे, तो उन्हें सुधार कह दिया जाता था। इस कारण इच्छित परिणाम नहीं मिलते थे। अब ये सोच और पहुंच दोनों बदल गई है।” उन्होंने कहा कि अब करदाता को उचित, विनम्र और तर्कसंगत व्यवहार का भरोसा दिया गया है। यानि आयकर विभाग को अब करदाताओं के गौरव का उसकी संवेदनशीलता के साथ ध्यान रखना होगा।
अब देश में माहौल बनता जा रहा है
अब करदाता की बात पर विश्वास करना होगा और विभाग उसको बिना किसी आधार के ही शक की नज़र से नहीं देख सकता। “प्रधानमंत्री ने कहा, “अब देश में माहौल बनता जा रहा है कि कर्तव्य भाव को सर्वोपरि रखते हुए ही सारे काम करें। सवाल ये कि बदलाव आखिर कैसे आ रहा है? क्या ये सिर्फ सख्ती से आया है? क्या ये सिर्फ सज़ा देने से आया है? नहीं, बिल्कुल नहीं। आज हर नियम-कानून को, हर पॉलिसी को प्रक्रिया और अधिकार केंद्रित पहुंच से बाहर निकालकर उसको जन केंद्रित और जन मित्र बनाने पर बल दिया जा रहा है। ये नए भारत के नए गवर्नेंस मॉडल का प्रयोग है और इसके सुखद परिणाम भी देश को मिल रहे हैं।” उन्होंने कहा किआज से शुरू हो रहीं नई व्यवस्थाएं, नई सुविधाएं, ‘मिनिमम गवर्नमेंट, मैक्सिमम गवर्नेंस’ के प्रति हमारी प्रतिबद्धता को और मजबूत करती हैं।
ईमानदार का सम्मान
ये देशवासियों के जीवन से सरकार को, सरकार के दखल को कम करने की दिशा में भी एक बड़ा कदम है। उन्होंने कहा आज से देश में करदाता चार्टर लागू हो रहा है। प्रधानमंत्री ने कहा,” ईमानदार का सम्मान। देश का ईमानदार करदाता राष्ट्रनिर्माण में बहुत बड़ी भूमिका निभाता है। जब देश के ईमानदार करदाताओं का जीवन आसान बनता है, वो आगे बढ़ता है, तो देश का भी विकास होता है, देश भी आगे बढ़ता है।” श्री मोदी ने कहा कि बीते छह वर्षों में हमारा जोर गैर बैकिंग को बैंकिंग, असुरक्षित को सुरक्षित और पैसा न मिलने वाले को धन मुहैया कराना रहा है। उन्होंने कहा कि आज एक तरह से एक नई यात्रा शुरू हो रही है।
