सोनीपत में क्या खुला क्या बंद जानिए : जिलाधीश पुनिया ने लॉकडाउन के संदर्भ में जारी की गाइडलाइंस
राज्य सरकार के निर्देशानुसार उपायुक्त एवं जिला आपदा प्रबंधन प्राधिकरण के चेयरमैन श्याम लाल पूनिया ने 03 मई से 10 मई 2021 तक जिला में सम्पूर्ण लॉकडाउन लगाने के आदेश जारी किए हैं। जिलाधीश द्वारा जारी आदेशों के तहत जिला में सभी नागरिक घरों में ही रहें। किसी भी नागरिक को उक्त अवधि में पैदल या किसी वाहन से सडक़ पर या सार्वजनिक स्थान पर घूमने की अनुमति नहीं होगी।

आपात सेवाओं में तैनात होंगे। इनमें म्यूनिसिपल सेवाएं, पुलिस, सेना, सीएपीएफ के वर्दीधारी कर्मचारी, स्वास्थ्य, बिजली, अग्नि शमन, मीडियाकर्मी, कोविड-19 के अंतर्गत काम कर रहे सरकारी कर्मचारी शामिल हैं। इस अवधि के दौरान पहचान पत्र दिखाकर इन्हें आने-जाने में छूट रहेगी। परीक्षा में शामिल होने के लिए या परीक्षा में ड्यूटी आदि पर जाने वाले लोगो को भी एडमिट कार्ड, पहचान पत्र दिखाकर आने-जाने में छूट रहेगी। आवश्यक वस्तुओं के निर्माण में लगे ऐसे कार्यों में लगे वाहनों को पास उपलब्ध करवाए जाएंगे। ये पास लोडिंग व अंलोडिंग के स्थानों की वैरीफिकेशन के बाद जारी होंगे।
नागरिक अस्पताल, पशु अस्पताल, मैडिकल सेवाएं, मैन्युफेक्चिरिंग और वितरण यूनिटस सरकारी और निजी क्षेत्र के लिए लागू होगी इनमें डिस्पेंसरी, कैमिस्ट, फार्मेसी, जन औषधि केंद्र सहित और मेडिकल उपकरण की दुकानें, लेबोरेट्री ,फार्मा रिसर्च लैब, क्लिनिक, नर्सिंग होम, एंबुलेंस , स्वास्थ्यकर्मियों, नर्स, पैरामेडिकल स्टाफ ,अस्पताल की सहायता के लिए आवश्यक सेवाओं के लिए आवागमन की अनुमति रहेगी। आवश्यक वाणिज्यक एवं निजि सेवाओं को छूट रहेगी उनमें टेली कम्यूनिकेशन, इंटरनेट सेवाएं, प्रसारण एवं केबल सेवाएं आईटी और आईटी संबंधी सेवाओं के अलावा, ई-कॉर्मस के माध्यम से आवश्क वस्तुओं की डिलीवरी को छूट रहेगी। इनमें भोजन, फार्मास्यूटिकल, मेडिकल उपकरण आदि की डिलीवरी शामिल हैं। पैट्रोल पंप, एलपीजी गैस आदि के स्टोर आउटलेट खुलेंगे। बिजली निर्माण, प्रसारण और वितरण संबंधी सेवाएं, कोल्ड स्टोर, वेयरहाउस, प्राइवेट सिक्योरिटी सर्विस के अलावा खेती से जुड़े कार्यो के लिए किसानों और मजदूरों के आवागमन पर छूट रहेेगी।
सभी शिक्षण संस्थान, प्रशिक्षण संस्थान, कोचिंग संस्थान , हॉल मॉल्स, शॉपिंग काम्पलेक्स, जिम, खेल परिसर, स्वीमिंग पूल, एंटरटेनमैंट पार्क, थिएटर, बार एंड ऑडिटोरियम, एसैंबली हॉल , सामाजिक, राजनीतिक, खेल और मनोरंजन, एकैडेमिक, सांस्कृतिक व धार्मिक कार्यक्रम बंद रहेंगे जब तक की इनकी अनुमति उपमंडल अधिकारी से न ली गई हो। उन्होंने बताया कि सभी धार्मिक पूजा स्थल , धार्मिक सम्मेलन बंद रहेंगे।

जिलाधीश पूनिया ने बताया कि रेस्टोरेंट और होटल आदि केवल होम डिलिवरी के लिए खुले रहेंगे। सडक़ के किनारे ढ़ाबे और खाना खाने के स्टॉल व फल के स्टॉलों को केवल पार्सल के रूप में सामान देने की अनुमति होगी। कोई भी व्यक्ति स्टॉल पर खड़ा नही होगा और न ही वहां पर भोजन या फल ग्रहण करेगा। कटेनमैंट जोनस मेें केवल आवश्यक भोजन दूध व राशन की अन्य वस्तुओं की होम डिलीवरी की अनुुमति होगी। जिला में अंतर्राज्यीय कटाई और बिजाई के कार्यो के लिए कृषि, बागवानी, मछली पालन, पशु पालन में उपयुक्त होने वाले उपकरणों, फीड निर्माण इकाईयों के लिए राज्य के अंदर व राज्य के बाहर आवागमन में छूट रहेगी। इन व्यवसायों से जुड़े उत्पाद अनाज, दूध व मछली इत्यादि के परिवहन को भी आदेशों से मुक्त रखा गया है।
सडक़ निर्माण व मनरेगा के कार्य रहेंगे जारी
सडक़ निर्माण व मनरेगा के कार्य भी जारी रहेंगे। एयरपोर्ट, रेलवे स्टेशन या अंतर्राज्यीय बस स्टैंड के लिए आने-जाने वाले यात्रियों को छूट दी जाएगी। जिला मैजिस्ट्रेट या अन्य प्राधिकृत से पूर्व अनुमति ले चुके विवाह समारोह के लिए इंडोर कार्यक्रम के लिए 30 और आउटडोर के लिए 50 व्यक्तियों से अधिक का कार्यक्रम नहीं किया जा सकेगा। प्रोटोकोल स्वास्थ्य विभाग द्वारा समय-समय पर बताएं जाएं संगठन नियोक्ता उनका सख्ती से पालन करवाना सुनिश्चित करेगें। सभी औद्योगिक इकाईयों, उद्योगपतियों एवं संबंधितों को सरल हरियाणा पोर्टल पर पास के लिए आवेदन करना अनिवार्य है। जारी निर्देशों मे स्पष्ट रूप से कहा गया है कि संबंधित क्षेत्रों मेें उक्त प्रतिबंधों का पालन न करने वालों के खिलाफ सेक्शन 51 से 60 और आपदा प्रबंधन अधिनियम 2005 के अलावा आईपीसी की धारा 188 के तहत कानूनी कार्रवाई की जाएगी।
