राजीव जैन ने पत्र में लिखा कि कॉलोनी के निर्माण के समय पेयजल व्यवस्था के लिए जन स्वास्थ्य विभाग ने पार्क में 80 फीट ऊंचे टैंक का निर्माण किया था तथा साथ में विभाग के अधिकारियों व कर्मचारियों के लिए निवास भी बना दिए गए। अब पेयजल के लिए अलग से अंडर ग्राउंड वाटर टैंक बन चुका है इसलिए ओवर हैड वाटर टैंक की उपयोगिता समाप्त हो चुकी है और जर्जर हो चुके वाटर टैंक गिरने से कभी भी हादसा हो सकता है।

जन स्वास्थ्य विभाग तथा निगम के अधिकारियों के चक्कर काट रहे है परंतु समस्या का कोई हल नहीं निकला। थक हार कर कालोनीवासियों ने रिहायशी जनसेवा समिति के माध्यम से पब्लिक यूटिलिटी सर्विस के मामलों के लिए गठित लोक अदालत में मामला दायर कर दिया और लोक अदालत के चेयरमैन ने अगस्त 2019 में निर्णय देते हुए 90 दिन के अंदर पार्क का कब्जा खाली करने के निर्देश दिए। परंतु अभी तक इस बारे में कोई कार्रवाई नहीं की गई है। ओल्ड हाउसिंग बोर्ड कालोनी, ऋषि कालोनी, राज मोहल्ला, चावला कालोनी वासियों के लिए कोई भी पार्क नहीं है इसलिए पार्क के निर्माण की तुरंत आवश्यकता है ताकि नागरिकों व बच्चों को पार्क की सुविधा मिल सके। उन्होंने लिखा है कि प्रशासन ने जल्द ही इस बारे में कदम नहीं उठाये तो अदालत के निर्णय को लागू करवाने के लिए उच्च न्यायालय में याचिका दायर की जाएगी।
